
How RAMP is organised
RAMP strengthens international collaboration on raw materials research and innovation by bringing together national and regional funding organisations, research institutes, companies and policymakers from across Europe and beyond.
This structure ensures that decision-making is inclusive, transparent, accountable and aligned with the needs of the entire raw materials community.
Governance at a glance
RAMP's governance is built around eight key bodies, each with a defined role in steering and implementing the Partnership. Together, they ensure that RAMP functions both strategically and operationally, keeping partners aligned, calls running smoothly and results reaching the right audiences. Also, eight work packages support the partnership's day-to-day work.
Coordination Office: managing daily operations
The Coordination Office manages RAMP's day to day operations and is the operational backbone of RAMP.
It serves as the primary contact for the European Commission, and ensures the timely delivery of milestones and reports. The Coordination Office also coordinates the Annual Work Programme, which sets out the Partnership’s priorities and activities each year.
Network Steering Committee: setting strategic direction
The Network Steering Committee is RAMP's main decision-making body.
It brings together representatives of all member organisations and meets twice a year. The committee:
- sets the strategic direction
- review progress
- takes key decisions
- ensures that the voices of all partner countries are heard in RAMP governance.
Executive Board: coordinating implementation
The Executive Board is the engine that drives day-to-day implementation. Made up of leaders from all work packages and tasks, it meets bi-monthly to coordinate activities, resolve operational issues and ensure that the workplan is on track. The Executive Board acts as the link between It connects strategic decisions with practical delivery.
Call Management: preparing and running RAMP calls
Call management in RAMP is shared between two dedicated bodies: the Call Steering Committee and the Joint Call Secretariat.
The Call Steering Committee
The Call Steering Committee brings together the research funding organisations participating in a given call, along with associated ministries.
It is responsible for all decisions on call procedures, including:
- preparing call documents
- approving the call process
- overseeing call implementation
- making the final funding recommendations to national funders.
Joint Call Secretariat
The Joint Call Secretariat provides hands-on operational support throughout each call.
It manages the submission and evaluation process and acts as the central contact point for applicants and evaluators.
Scoping Expert Group: shaping call topics
The Scoping Expert Group provides independent scientific expertise for each call. To Its role shape the content of each call. The group is ensuring topics reflect the current state of research, emerging priorities and gaps in the raw materials landscape. The group is composed with attention to gender balance and geographic diversity.
Call Evaluation Panel: assessing proposals
Each call is assessed by an independent Call Evaluation Panel.
The groups includes international experts who evaluate and rank submitted proposals. They assess proposals based on scientific merit, relevance and quality. All members of the panel must be free from conflicts of interest.
Liaison Groups: involving external stakeholders
Liaison Groups provide a structured way for external stakeholders to engage with RAMP.
They bring in perspectives from:
- industry
- civil society
- policymakers
- international organisations.
We aim to provide at least three active liaison groups throughout the Partnership's lifetime, covering different stakeholder communities.
Work packages: coordinating RAMP's activities
RAMP's activities are organised into eight work packages that support the partnership's day-to-day work. Each work package is focusing on a specific part of the partnership’s work:
- Work package 1 — Coordination and Management
- Work package 2 — Implementation of Joint Transnational Calls
- Work package 3 — Monitoring of Funded Projects
- Work package 4 — Strategic Communication and Outreach
- Work package 5 — Strategic Actions for Collaboration and Cooperation
- Work package 6 — The Critical Raw Materials Act and Policy Support
- Work package 7 — Monitoring and Impact of the Partnership
